Ask A Cop: Details About the Patrol Division

Question: How many sworn officers are assigned to the Patrol Division? Do these numbers meet the recommended staffing levels set by the Virginia Association of Police Chiefs (VACP), or the Fraternal Order of Police (FOP)?
Answer: We are unaware of any staffing studies or recommendations from the FOP or VACP. Our staffing levels currently authorize 71 sworn personnel and 27 non-sworn personnel.
In March 2011 the Model for the Allocation of Patrol Personnel (MAPP) was completed. The MAPP is a web-based patrol allocation model developed by Justice Research Consultants (JRC), LLC. The allocation model indicated that the Patrol Division should have 41 officers and six supervisors to meet minimum staffing needs. (Note: This formula excludes Watch Commanders, Community Police Officers [CPO], and School Resource Officers [SRO] assigned to Patrol.)
The Patrol Division currently has 40 officers and seven supervisors, with four positions assigned to the CPO program and one position assigned to the SRO program.
