Indecent Exposure Outside Library

The unidentified man approached a young woman sitting in her car.

 

A man exposed himself to a woman sitting in her car outside Central Rappahannock Regional Library's main branch early Thursday morning, Natatia Bledsoe, Fredericksburg Police Department spokesperson, said.

The 23-year-old female said she was sitting in her vehicle parked on Caroline Street in front of the library in order to access the WiFi for schoolwork. At about 1:10 a.m. a male subject approached her car, Bledsoe said.

The unknown subject walked up and down the sidewalk near her vehicle,  stopped in front of her passenger side headlight and committed an obscene act while exposing himself, Bledsoe said.

The suspect walked away as the victim was on the phone with police.

The suspect was described as a black male between 35 and 45 years old, of average height and with acne scars on his face. He was wearing baggy blue jeans, a navy blue hoodie with a front zipper and a dark colored ball cap which he wore turned backwards, Bledsoe said.

The investigation is ongoing.

What the...she was in her car outside the library at 1:10 am? Did she want to be first on line to get in?

She was working on school assignments -- accessing the Internet via the libarary's WiFi. A lot of people don't have access to high speed Internet and this is what they do to complete school work. Burning the midnight oil -- Late at night might mean that she has to work one or two jobs to pay the bills and this is the only time she has to study.

come on 1AM downtown sitting in your car alone what is wrong with our youth today. Umm pretty sure Dennys Ihop Or somewhere that is 24 hrs is just a tad safer. I hope that Fredericksburgs finest catches this pervert.

Does Denny's IHop have free WiFi? That's why she was outside the library -- she had to complete school assignments. People who live off the cable grid often don't have high speed Internet -- and most college work cannot be done without it. There are also some commercial establishments that have free WiFi. Look in the parking lots late at night of those that do and you might see one or two cars pulled up with the glow of laptops burning bright. Same with the libraries.

There is absolutely no reason that anyone can't park on a downtown street in a commercial district without having to worry about being harassed or questioned as to motive once motive has been established. Using her laptop. On the internet. At a convenient Wi-FI location. Doing required school work. Some of the late night Denny's or IHOP crowd may make you think twice about any notions of "safety." CRRL, otherwise known as "the Library," has taken quite a hit lately and micah me thinks of the out-of-state freeloaders from 1013 Princess Anne St and the "atmosphere" they bring by congregating in the general area. And yes, their feeding station is also only one block south. This lady victim was certainly one of the "good guys."

I believe id find a better spot more lit at 1 am than down town fred at library.
