RAPPAHANNOCK AREA COMMUNITY SERVICES BOARD ELECTS NEW BOARD OFFICERS

At the June 25, 2013 Board of Directors meeting of the Rappahannock Area Community Services Board (RACSB), officers were elected for terms beginning July 1, 2013. RACSB provides public mental health, intellectual disability, substance abuse, prevention and early intervention services to residents of the City of Fredericksburg and the Counties of Stafford, Spotsylvania, Caroline, and King George. It is governed by a 15-member Board of Directors with equal representation from all areas served.

 

Beth Elkins of King George County was re-elected Chair for FY 2014. Elkins joined the Board of Directors in July 2005 and chaired the Prevention/Public Information Committee from 2008 to 2012. Elkins previously served as Secretary in FY 2009 and FY 2010 and as Vice-Chair in FY 2012. Elkins is a retired teacher who taught special education students for a number of years. She is active in the Master Gardeners Association, Virginia Bluebird Society, and Daughters of the American Revolution. She and her husband John have three children and five grandchildren.

Matthew Zurasky of Stafford County was re-elected Vice-Chair for FY 2014. Zurasky joined the Board of Directors in July 2008. He has served as Chair of the Program Planning and Evaluation Committee for the past two years. Zurasky has worked at the Dahlgren Division of the Naval Surface Warfare Center since 1983. He is active with The Arc of Rappahannock and currently serves as vice-president. Zurasky previously served as president and treasurer of the organization. He and his wife, Amy, have three children.

Al Collins of Caroline County was elected Secretary for FY 2014. Collins joined the Board of Directors in September 2004. He previously served as Chairman and Vice-Chair. He currently chairs the Finance Committee. He was presented the Herbie Embry Community Spirit Award by the Fredericksburg Jaycees in 2007. Collins is a member of the National Alliance on Mental Illness –Rappahannock Chapter. He and his wife, Kathy, have three children and four grandchildren.

 

Outgoing Secretary G. Warren Samuel has represents Caroline County on the Board of Directors since July 2008. He taught agriculture at Caroline Middle School for nearly 30 years and retired from teaching in 2008.  He and his wife Martha have two children. Samuel will continue to serve on the Board in FY 2014.

Founded in 1970, the Rappahannock Area Community Services Board (RACSB) provides public mental health, intellectual disability, substance abuse, and prevention/early intervention services to the residents of the City of Fredericksburg and the counties of Caroline, King George, Spotsylvania, and Stafford. RACSB operates five outpatient clinics which provide individual, group and family therapy; specialized counseling and case management services including specialized substance abuse services for women; psychological assessment; 24-hour crisis intervention; and medication management services. RACSB operates 11 group homes for adults with intellectual disability providing 24-hour intensive and structured support. RACSB also offers mental health day support, residential services, and crisis stabilization at The Sunshine Lady House for Mental Health Wellness & Recovery. The Parent-Education – Infant Development Program provides developmental, physical, occupational, and speech therapies as well as service coordination to infants and toddlers with developmental delays. Programs of RACSB include Kenmore Club, Rappahannock Adult Activities, Inc., Project LINK, Program for Teen Parents, Rappahannock Area Kids on the Block, DARE To Be You – Rappahannock Area, Second Step, Too Good for Drugs, and Healthy Families – Rappahannock Area.
