11 Indicted in Heroin Trafficking Bust

Stafford County Sheriff: This will be a constant and ongoing investigation.

A Stafford County Grand Jury has indicted 11 people on charges related to alleged heroin trafficking, according to the Stafford County Sheriff's Office.

Arrests and charges include:

  • Anthony Pakchanian, age 23, of 42 Lightfoot Drive, Stafford (1 County of Distribution of Schedule II Narcotics & 1 Count Misdemeanor Distribution of Drug Paraphernalia),
  • Jeannine Scenters, age 40, of 22 Oak Drive, Stafford (2 Counts of Distribution of Heroin), 
  • Jimmy Mills Jr., age 34, of 21 Petroleum Drive, Stafford (1 Count of Possession of a Firearm by a Felon, 1 Count Possession of a Schedule I or II Narcotic & 1 Count of Possession of Marijuana), 
  • Cynthia Louise Miller, age 48, of 26 Richland Road, Stafford (1 Count of Possession of Heroin & 1 Count of Possession of Marijuana), 
  • Daniel Ringler, age 21, of 1006 Blackbeard Drive, Stafford (1 Count of Possession of Schedule I or II Narcotic & 1 Count of Possession of Controlled Paraphernalia), 
  • Cory Waters, age 20, of no fixed address (1 Count of Possession of Schedule I or II Narcotic & 1 Count Possession of Controlled Paraphernalia), 
  • James Anthony Cox, age 25, of no fixed address (1 Count of Distribution of an Imitation Controlled Substance), 
  • James Beverly, age 32, of no fixed address (1 Count Distribution of Heroin), 
  • James Matthew Monroe, age 22, of 225 Courthouse Road, Stafford(1 Count of Possession of Heroin), 
  • Robert James Ruff, age 20,  of no fixed address (1 Count of Distribution of Schedule II Narcotic) and 
  • Malcom Wayne Moore, age 42, of no fixed address (1 Count of Distribution of Heroin). 

The Stafford County Sheriff’s Office Special Investigation Unit executed two search warrants early this morning, Thursday; one at 42 Lightfoot Drive and the other at 22 Oak Drive, according to a release.

Jimmy Mills, Cory Waters and James Cox are still at large.

 “The increase in the use and distribution of heroin has become a nation-wide problem.” stated Sheriff Charles Jett.  “The use of this dangerous drug leads not only to addiction and harm to the user but to significant criminal activity as well." 

Jett said he'll put every asset to use in the investigation. "The message needs to be clear," he said. "This will be a constant and ongoing investigation.”

The arrests follow a months-long investigation that began in December, according to a Sheriff's Office release. Stafford County had 12 deaths confirmed because of heroin overdoses in the past 12 months.
