Police: Driver Exposed Self to Passing Motorists

The victims were able to give police the tag number off the vehicle, Prince William County Police said.

A Fredericksburg man is accused of exposing himself to passing motorists in the Woodbridge area, according to Prince William County Police. 

Vincent Howard Rice, 36, of Stonegate Estates Drive, is charged with two counts of indecent exposure. 

A 46-year-old woman and a 48-year-old woman, both from Dumfries, reported on Monday at 9:42 a.m. that they were driving on Spriggs Road near Hoadly Road when a driver pulled up next to them. The man began to expose himself and make inappropriate gestures, police said. 

The victims were able to give police the vehicle's tag number, and officers stopped the vehicle. After an investigation, Rice was arrested.
